- PERSONS WHO HOLDING THEIR CERTIFICATE OF COMPETENCY AS SECOND MATE OF A FOREIGN GOING SHIP
- Candidates completed phase I
- All Seafarers holding certificate of competency for functioning as in charge of navigational watch with 18 months sea service in a foreign going ship of 500 GT or more
